So I've spent way too long searching the High Moor for Windscreamer. Back in the day, he was a rare spawn Signature lynx (level 39) and when you killed him he'd drop an item called a "Unique Lynx-hide" that started a quest (to go to Rivendell, talk to a crafter, and get a purple cloak). I've been trying on my burg that's leveling up right now to find Windscreamer so I can complete this quest.... but try as I might and as much as I've spent time exclusively in the High Moor waiting, I've not seen him. Does this mob even exist anymore? (What's got me wondering is the Lorebook... the quest "A Superior Lynx-hide Cloak" is still listed in the Lorebook, the reward is still listed, but the item "Unique Lynx-hide" has been, apparently, auto-deleted from the system because of a game data import.)
Windscreamer was always a rare spawn... And Lynxes in that area tend to be in stealth mode, so seeing them is sometimes a problem. You could always partner with a hunter who has the tracking skill traited that allows them to track stealthed creatures.
However, the drop in question is a random drop for ALL lynxes there. Not sure how often it drops, but I know I've gotten it off of regular ones on several characters.
I've gotten the "Perfect Lynx-hide" that is a random drop off of any lynx, I'm just looking for the "Unique Lynx-hide" that drops solely from Windscreamer (or at least it used to). The "Perfect Lynx-hide" only give you a yellow cloak reward, whereas the drop off Windscreamer is a purple cloak reward. Though as I said, I'm not sure if the quest or mob even exist anymore (last time I did it was on my hunter 3ish years ago).
You need to be in a particular spot where he spawns to kill the place-holders (because this part of the landscape is still using the old place-holder system) until he appears. Windscreamer is NOT stealthed (Silverclaw in ND is, however), nor are his place-holders. You will recognize the place-holder as being a) visible, b) roaming continuously (not stopping, only a slight pause to change directions) or stationary at the spawn point, and c) is always a Moors Stalker. Ideal place to stand is 35.0S, 9.0W facing due west with your camera zoomed out to view the whole plateau. You have to be patient, it can sometimes take a long time for the rare to spawn. No need to bother killing any of the other lynx unless they aggro. Place-holders respawn every 5 minutes or less (less if from a different spot, 5 minutes max if from the same spot). I have witnessed 3 different spawn points in that little area. This is really one of the easiest of the old-system rare spawns to catch. While making this post I logged in, went to the spot, killed 2 place-holders and Windscreamer appeared.... not always that easy, but it's possible

That would be Driftmane, a level 41 stealthed lynx that spawns at 24.7S, 1.2W... different mob

But be careful! Looking for and finding rare spawns is both rewarding and very addicting! Here is where you can find information about all the old-system rares: Lotro-Rares originally created and maintained by Fizen (who I ran into years ago and exchanged hunting info with, but has since left the game) and now maintained by Maelstrom of Gladden. I keep a print-out of his list next to my computer

Thank you Diamond, your instructions were most valuable . Just to clarify a little more from my observations. When you're at 35.0S 9.0W facing west, you should be facing two rocks. Windscreamer or his placeholder will spawn between the rock on the right (closer to you) and the cliff opposite it. Placeholders that are static/roam around just that small area are less frequent than placeholders that patrol Windy's route, which is towards the north of the spawn point. There are three more Moor Stalkers close to the spawn area, all to the west of it: one near the corner in the cliff side, one between a tree and a rock to the right of the corner and another further to the west, close to the edge of the cliff. However, I don't know if killing them does anything, I assumed not. Finally, Windy will not drop the Unique Lynx-hide every time; it took me 3 times to get it. So patience is the key, and maybe something to read

You're welcome! I've spent many hours observing the behavior of these older rares, and I think which placeholder shows up is completely random, it will seem to run a streak of nothing but the stationary location, and the next time it seems only the roamer spawn points show up. The important thing is to be persistent in catching the place-holder until Windscreamer showsup And if you are riding or running through the High Moors and see a Moors Stalker walking, stop long enough to see if it stops or if it keeps walking with just a momentary jog to turn... if it keeps walking that's the place-holder! The path goes N - NE near the horse route toward Giant Valley, then turns back and circles around until returning to the spawn point from the west.
I can confirm that the other Moors Stalkers in the area have no effect on Windscreamer's appearance.

Done any research on Colnor, Diamond? Not on a placeholder anymore, and I'm not sure which mobs he shares a spawn with. I've seen the troll at one of his old spawn points, but I'm not sure which other mobs got lumped together with him (like Sadauk, Gnashmaw, and Skybreaker got mashed up and share spawn points)
