Does one need to reach Grand Master Forester to unlock Supreme Forester?
No. You only need Master fill in with craft to unlock Supreme. You'll need GM to unlock SM, though. It works like this:
You have to obtain proficiency with a tier of crafting to unlock the next tier and have to master a tier to unlock mastery of the next tier.
Thus, if you have proficiency to Artisan, but have only mastered Apprentice, you won't be able to work on mastery of Expert or Artisan until you master Journeyman. Let me know if you're still lost.

You need to talk to a Master Craftsman before you can access Supreme level recipes. There is one in Michael Delving and in Esteldin. A few other places too. There is a bug with the Master Craftsmen in that their quest rings never go away. Just ignore them after you get Supreme level access.

Each level of crafting has two stages. The first stage of each crafting level makes you "profficient" in that craft level. It's the second stage of each crafting level that makes you a "Master" of that crafting level. You MUST complete the profficiency stage before you can start on the master stage.
For all crafts you must complete the profficiency stage of Apprentice before you can start the profficiency stage of Journeyman. You must complete the profficiency stage of Journeyman before you can start the profficiency stage of Expert, and so on all the way up to Supreme level. You can become profficient in every level of your chosen craft without becoming a master of that craft.
The second stage of each level of crafting is what makes you a master of that level, and it works on the same rules. You must complete the Master stage of the Apprentice level crafting before you can start the Master stage of Journeyman level crafting. You must complete the Master of the Journeyman crafting before you can start the master stage of Expert crafting, etc.
You cannot skip any stage. If you want to be a Supreme Master of a craft, you MUST complete both the profficiency stage and the master stage of EVERY other level of the craft you have chosen. If you don't care about becoming a master, you can skip the master stage of each crafting level and just stay "profficient" in the craft.

Ah, I forgot about the quests to that unlock certain tiers. There will be quests granted by any novice craft vendor of your profession, though it may be expert. There are several other locations for where to find the Master Craftsmen, so just look around the crafting area you're at, and if you can't find that npc, ask others in the area or go to one that tessa mentioned.
