So just finished the legendary weapon quest line with my lvl 45 Loremaster. But when I try to talk to the forge-master now it wont let me talk to him. I can talk to the relic-master fine but not the forge-master.
Previously have only completed the quest line and used forge-master after lvl 50. Is this due to the fact that it sees me as too low lvl or is it a bug of some sort? Any input appreciated.
Edit: BTW have tried forge-masters in both Thorin's Hall and Rivendell.

It is in the quest writeup in the lore book. Follow and read which NPC gives it which is as you guessed Rathwald. The quest writeup has a link the prerequisite quest. You can follow the links backwards until you find where you stopped.

I waited til L51, now all excited, and made my way to Thorin's Hall with my Minstrel's Songbook of the Third Age (it says it needs to be identified before it can be equipped), and there's some unmentioned quest that I still needed to do MONTHS ago before I can even TALK to the guy?

Yeah. You have to complete Volume 2, Book 1. It has always been that way. This is how Turbine prevents Shadows of Angmar customers from using legendary items. You have to purchase to purchase the Mines of Mora expansion. Unlock the legendary item system via Volume 2, Book 1 which is part of the Moria content for each character.

I DID buy Mines of Moria. I don't want to have to skip content so I can unlock Legendaries. I'm pretty ticked off now, Turbine knows what they can do with their Legendary items, I'm not about to start jumping through hoops.

Perhaps you are playing the wrong game. There are hundreds of features that you have to go out and spend valuable time on to unlock. Some examples:
1) All traits
2) All virtues
3) Horse riding skill
4) Legendary items
5) Crafting tiers
6) Crafting guild rewards
7) Deed locked swift travel routes
8) Reputation locked swift travel routes
9) Reputation locked crafting recipes
10) East Angmar Access
11) Lothlorien outside access
12) Lorien City Access
13) Mirkwood access beyond the Landing Instance
14) Wait there is more...

I am not mocking you. You are not the first person to belly ache about one or more of the "Content locked behind something". We "lock it behind" is fundamental feature of this game that is woven into everything we do.
Raising heck about it is futile. It will only be extended. Some people would say. Only get worse. I do not raise heck about dread, repair costs or any other fundamental feature. I accept them as being a given. These fundamental features go into my paying and playing decision matrix along with other aspects. There are a enough "It is driving me crazy" fundamental features. I will find something else to do. The reason I am here is my previous game reached "I can not take it any more".
That is reason I suggested that you might be playing the wrong game. It is an unacceptable game play mechanic to you. You might as well consider what you will do when you finally realize Turbine response is to ignore you:
1) Fuss for a while. Continue playing
2) Quit over it.

I don't mean to rehash old threads, but on my 46 RK, who has completed V2 BK1, and used the Rivendell FM and RM to do those quests in that book, cannot talk to either one in Rivendell now. Is this supposed to be like this? After doing the quests you can only use the FM and RM in expansion areas? Or is this a bug? Just figured I'd ask before /bug it.

I had the same problem to the letter, and ended up having to go to the RM and FM in Mirobel to reforge my level 20 Legendary Weapon. I bugged it about 2 weeks ago, maybe they'll look into it. I also couldn't talk to the RM and FM in Thorin's Hall. I was either level 49 or 50 at the time.
I am currently having this issue, I am a level 47 RK with a level 20 Legendary Weapon. Thorins and Rivendell's FM and RM aren't working.
Any update on this?
are all of you absolutely sure you finished all of the "Walls of Moria" (Vol. 2, Book 1)? I've done it several times and I still forgot the other day, like a goober, to finish it off and get my secondary (class) LI. Make sure you have the "Seeker of Deep places" title. And carefully go back on your quest chain for Vol. 2, book 1 - just to make sure! You should have 14 chapters done (not counting the instances with the watcher etc). The last bit you go and talk to Tulk again - in the non-instance version of Walls of Moria - and he gives you your class slot LI.
Hopefully that's all it is. Good luck!

Then don't bother with legendaries until you're ready to head into Moria. It's the same quest line that you need to complete before you're allowed to enter Moria.
Just to update people about all of this but that GM, SENIOR GM, no less, was wrong. I do expect knowledgeable GMs or are we moving into the DDO style of GMs? Just saying that a Senior GM should have known better and helped me better.
Once you are done with Chapter 14, which I hadn't done when I talked to that GM, you may then use the masters (I only tested Rivendell but they both worked).
I hope this clarifies for everyone, including GMs.

One should take note that when you finish the instance where you drive back the watcher in the water, the quest line does NOT chain automatically. You must talk to... I forget his name, the guy by the gate about 20 feet east of Echad Dunann. He will give you a quest, you watch a cutscene and poof, you are standing at Hollin's Gate and it is open. Enter, talk to Tulk and claim your class slot LI. NOW you can use Forge-masters and Relic-masters world-wide without any problems.
