Cancelling a quest is not a problem - there is often a cool-down period (maybe 24 hours, often less, sometimes none at all), but then you just return to the quest giver and get it again.

But make sure you are trying to make exactly the item the quest asks for - it's asking for a Scroll of Minor Scholar Lore, nothing else, which (iirc) takes 2 Aged Scraps and 1 Early 3rd Age Relic. If you're trying to make something else, you're doing it wrong.
