This is indeed a masterful work. I've been searching high and low on the web for a sight with a simple way to find out what I need to do for Agility. What I've been hoping for or expecting was a link called Deeds, that would take me to a page where I could click on Agility and find out what deeds I needed to do to get all the Agility I could.
If I've read your post correctly, all I need to do is;
Tolerance: The Villages of the Earth Kin --- North Downs
Tolerant +2: Bastions of Hope --- Angmar
Tolerant The Farms of Shire --- The Shire
Tolerant: Ruins of Misty Mountains --- Misty Mountains
Tolerant: Ruins of Trollshaws --- Trollshaws,
Go to north Downs, do a deed called, "The Villages of the Earth Kin", Go to Angmar, do a Deed called 'Bastions of hope', then hit the next 3 on your list and I'll have all the Agility I can get.

Use "Virtue By Stat" for Agility then "Deeds By Virtue" to see where they are.
I am doing the same thing on my new hunter and I have to say that Tolerance and Mercy for Agility is probably not worth it at the lower levels and definitely not worth it at the higher levels. I am doing it for fun, though, since I've ground out the same Morale/Mitigation virtues on all of my other characters.
EDIT: The cap for virtues is 10, so you have not done all you can until you get them to that level.

I think it's referring to the 4th legendary that comes from completing both L45 class quests (as opposed to the three that come from books).

how do i apply a trait? i have looked all over these forums, and no where does it say how to apply one to a character. i just recieved a pop up that said i could apply a trait to my character but i dont know how to do it.

Visit a Bard in a starter area or major quest hub. There's one in Thorin's Hall, the Prancing Pony in Bree, etc.

Is this thread dead? Despite several suggested updates the original post seems stuck in its pre-Forochel state.
I have a spreadsheet that attempts to bring together all the virtue-giving deeds. Since ROI I know there are a few errors in it which I am currently trying to iron out.
