yeah the apron looks more like a hide one or something imo, not a cloth one.
If you could dye the apron more white, that'd be acceptable but it dyes funny as I recall =/
I dunno about hats, at all.

That is the problem with White Dye and why it didn't make it in the game for so long. Not every item dyes to the same shade of White. For some items, it just makes it look terrible. Floon and team have a much easier time making White Items to have added to the game then making sure every item looks good when dyed White. (Still, I wouldn't give up White Dye for all of Smaug's Gold, just saying that there are times when it just doesn't work as intended.)
As such, a White Apron would be overdue. A White Chef's Hat would be too (although I'm not quite sure if that is "Period" or "Lore-Appropriate" but if that can be stretched for Corsair Hats and Eye-Patches, or even Top-Hats, then a Chef's Hat certainly wouldn't be stretching it any further).

Ahhh that explains a lot - I noticed that about the white dye. Was quite disappointed when I first dyed something. Still, I suppose it beats not having it.

You should always preview how something will look before you dye it to prevent wasting dye.
In case you didn't know how - just hold down the Ctrl button and click the icon of the item you want to preview, there will be drop down boxes for you to choose a color.
Mathom society outfit (not the dress!) makes for a decent looking white chef's outfit. Also I would have to double check but I believe a chef's hat is available in the skirmish camp cosmetic outfitters.
I use the Plain Short-Sleeved Tunic & Pants for a "clean" Chefs outfit.
The Chefs Apron cosmetic item I use for a "worked in" dirty Chef appearance.
I just wish the cosmetic Oven Mitts would show with the Chefs Apron and other outfits but the chest item always overwrites the appearance of the Oven Mitts and all you see is your bare hands.......sigh
I also use the Gleaming Hat as a Chefs Hat.
Seems to work pretty good.
And then of course I have the Cook's Trappings backpack to complete the outfit(s)
