If one is at the 15% critical effect cap before fire/lightning critical effect do those legacies have any benefit at all?
I am no where near that cap. I am just curious having returned a bit ago from a few years off and working on the LI grind....trying to determine if fire/lightning critical legacies will be worth it or just overkill.
From what I've observed, if a buff is measured in percentage, it will go above built-in caps.
If it is measured as some increase in rating, it will still be subject to capping.

Yes, this is how it works.
If you are already at the crit cap and have, say, +Fire skills critical rating, the legacy will do nothing for you.
Of course, this all is relative to your level vs. level of your target. If your target is higher level than you, the cap increases roughly 70 points per level (iirc).

In the Moors, assuming the opponent is also at the level cap how would this play out crit wise? And as for the extra that contributes to devastate (?) is it a negligible amount or is it actually viable to attempt to stack for this effect?
