They are definitely not different. It is the same retail image as everything else, only it has SP1 already integrated (note that OEM images are not available from MSDN).
I guess I will give up on this because there is nothing wrong with installing v1.1 at all - for me that is.
Btw I even went as far as digging into configuration files for the launcher, editing out the .NET lines. I managed to get it to run, but after a few seconds I got this weird message "launcher was updated, restarting", and the files were back in the original state. There seems to be some sort of internal check. I also thought that I might fool the damn game by installing lotro again on the clean system with everything fresh and up to date,but no. Same error message.

Well, that is really unusual, so not sure what you should do from this point out. We can safely know that thousands of players have no problems with retail and OEM installs of Windows 7 (otherwise we'd have a ton of posts and Turbine responses). And I know I've had no problems either.
So the only difference is your PC and your copy of Windows. Of course the hardware shouldn't affect anything .NET; this is a software issue. And you've done a clean install, et al. This brings us to the only difference that makes you unique: you have a Windows 7 installer copy from MSDN. Not many gamers have that. Provided you did the clean install normally, we've ruled out everything else except that MSDN copy of the Windows 7 media. So how old is this MSDN copy (when did you download it or get it mailed to you)?
And if you think the MSDN copy is the same, then we're back to your PC and how you're installing it.

I don't understand the "how did you install" question. How would I install it when I say untouched image? Mount in the VM and install, click next next next, run Windows Update few times and that's it. It cannot get more default than this.
No idea how new the SP1 image is. Few weeks?
Did one more test just for the hell of it. Installed Windows straight off my RTM DVD. Same story.
The conclusion is that it does NOT work. No idea what are the other thousands of people doing with their machines, but me myself, I will just say you DO have to install v1.1 from now on because it cannot get more default than this.

Well, you painted yourself into a corner. No clue why it doesn't work for you but works for thousands of other players. IOW, there's nothing wrong with the LOTRO installer, which is what you're pointing at.

I don't think I will solve this mystery at all, but few interesting facts: it's not just lotro that has problems with this - few older programs we use at work ask for v1.1 even with 4 installed (and updated).
Further, on XP this seeems totally screwed up. For example after installing v4, the bloody Windows Update offers me to install whole 3.5.1.

Also, you MUST run cmd as Administrator, otherwise at certain point it will complain that you mey not have permissions to write on certain address. Also since it is command promp most of players is not used to and makes a lot of typos. I suggest you copy paste to avoid typos.
As for game developers, I advise they move to newer .NET, at least .NET 2.0 should solve compatibility issues and newer .NET versions should not make problems with .NET 2.0 application.
i can't turn 3.5 back on after following your instructions, plus I've still got the same problem: game tries to install 2.0 when i launch it. Is there a reason why the game doesn't recognise my .net?

I tried what the first post says to do and it didn't work. It still asks for NET 1.1.
I have windows 7.
Is there an easier way around this?
I can't believe a game like this wouldn't have fixed something like this ages ago...
i did all, i folowed threads reply with the tips, i installed and reinstalled .net 1 sp1, .net 4, i used the tool to remove all .net, i installed, reinstalled with windows update
nothing works for me, im tired and im going to erase the games from my pc, lotro and ddo
shame for the developers of this game, they ruined the game

I wonder how much resources would it take to rewrite the launcher in something non-prehistoric. I am not a programmer, but coding in different .NET versions couldn't differ THAT much?...

2. Run Windows Update till Windows is uptodate (all but language packs installed).
3. D/L LotRO client from scratch (uninstalled Pando with enourmous joy! ).
4. Installed LotRO (got an error at some point clicked ok on it).
5. Started game, got DOTNet 1.1 error.
6. Downloaded DOTNet 1.1 with SP1 from http://www.ryanvm.net/msfn/
7. Installed DOTNet 1.1 from step 6.
8. Started game and after a bit of updating game is running fine.
Moderators should prolly update 1st post or make a sticky "How to install LotRO on Win7".
Think Turbine is just too lazy to make new launcher.

Sadly, no. Turbine seems to have a thing for ancient technology. .NET 4 is backwards compatible with all previous versions BUT 1. Maybe in a few years we will get new launcher.

It's now May 2012 and this issue has yet to be resolved. This SHOULD HAVE been resolved by the Turbine programers when it became an issue over 2 years ago. They have a new release forth coming and I must say it's a shame they have not resolved this matter. I would not be surprised if the new LOTRO gamers jump ship because of this and install a game that has a more current installation/driver support regardless of how great the game play is. There are just too many other current games that do not have this issue and this matter reflects poorly on Turbine. Since they still have this as an ongoing matter for over 2 years now, what else are they not fixing? I had the same issue reported here, but I did the install of NET Framework 1.1 and indeed LOTRO does work BUT now my Microsoft Windows 7 64bit Enterprise will no longer install new applications or updates. After many wasted hours in attempting to resolve, I gave up and formated the hard drives and reinstalled Microsoft Windows 7 64bit Enterprise version along with all my other applications. Because of this, I have opted not to install LOTRO on this computer. I do have another computer with LOTRO installed and working with the same fix and the same issue with installation of updates to the operating system due to it, but I can delay those since I still have a 2nd computer I can work on, for the time being.
Personally, I would not recommend LOTRO to be installed on a Windows 7 but this may put Turbine in a bind if not resolved soon since all new computers are installed with Windows 7 and soon to be released Windows 8. So, if this has been a known issue by Turbine for over 2 years, how much longer will it take to resolve this matter before I and many others just dump LOTRO and move on to something compatible with the current technology? As the sayings go, "You snooze you loose".

Is the downloadable client updated with the non-.net patcher yet?
I doubt it. It often take 1-3 months for the installers to be updated. There are multiple installers - the Happy Cloud Pando Media Booster and the Steam standard FTP installer come to mind.
I've even seen cases where the full installer is out of date by at least two content updates. I am hoping Turbine will be faster this time around due to the removal of .NET 1.1 in Update 11.
