Sorry to hear that you're having trouble getting into the game.
Did you use the Turbine Download Manager to get the game? There are a lot of problems associated with TDM, but I've never used it, so I don't have any actual help to offer on that front.
You COULD try launching the game as an Administrator. Click the START button, then GAMES then right-click on LOTRO and select Run As Adminstrator.

Thank you. I tried all those ideas without luck. Even turned off all firewalls etc. so many people say the TDM is buggy. It is very frustrating that they make customers "suffer" like this.
Is there any other way to download except buying another copy of the game?

Nothing in the FAQ with that error code. Searching the internet, looks like it could be a registry error, or a problem with the libraries (Visual C++, .NET, etc).

Well, if it's an issue with .NET or Visual C++ (corrupted file more than likely) then you need to uninstall it and then reinstall it to correct it.
If it's a registry issue, then you'll need to be extremely careful if you decide to make manual changes to it or you will do more harm. Read the instructions on making the changes and understand them before attempting the change. You'll need to search the internet and do some research on the issue you're having to determine if the website you're looking at is really for the issue you're having.
