This guide is a general idea to help players understand and use the new Legendary Item system being implemented with the Mines of Moria expansion (and further expanded in the Seige of Mirkwood expansion). To have access to the Legendary Item system, you must have purchased the Mines Of Moria expansion and have also completed Epic Quest Volume 2, Book 1.

Acquiring Legendary Items
Legendary Items come in 3 forms. Rare Quality, Incomparable Quality, and Epic Quality. These can be obtained a variety of ways as listed below.
Volume Two, Book One
During the course of this book you will receive your very first legendary item that you can use. I will not go into the details, this way I can avoid unnecessary spoilers as this guide is not going to explain the plot of the story.
Loot Drops ·Sentient world MOBs level 51 and above, including those outside the Mines Of Moria have a chance to drop random Legendary Items for you to take to a Forge Master to identify. ·All MOBs level 51 and above ''INSIDE'' Moria have a chance to drop a barter item that can be bartered at the Dolven View Camp inside of Moria or at the Docks in Lorien for an unidentified Legendary Item of your choice. ·Chests in instances inside Moria have a chance to drop Second or Third age items. ·The Strange Happenings Raid (Turtle) has a chance to drop specialized First and Second age Swords or Spears. ·DN, Watcher, and Turtle also have a chance to drop Bright Emblem of Nimrodel, which can be bartered at Dolven View or on the Docks of Lorien for First Age Items. ·Level 61-65 Third Age items will be found via looted and crafting ·Level 65 Second age items will only be gained through crafting. Crafted (aka Reforged) second age items will require legendary fragments and a special item, called the Symbol of Celebrimbor, which can only be found in 6-man and 12-man instances. The Symbol and fragments are not BOA. There will be no dropped/bartered second ages for 61-65. ·Level 65 First Age items are being withheld until a future book update.
Crafted Legendary Items
Weaponsmiths, Metalsmiths, Scholars, Tailors, Woodworkers, and Jewellers can craft unidentified Legendary Items that can be sold, traded, and used by themselves or other players. Currently players can only craft Second (Called "Reforged") or Third Age (Called "Crafted").
Lothlorien Gift Boxes
The Lothlorien Reputation Boxes have what appears to be ~20% chance to drop a level 58, 59, or 60 Second Age item. In addition, these boxes can also drop sealed and fused relics as well as Item Experience Runes.
Identifying Legendary Items
Once you have acquired a legendary item, you may take it to a Forge-Master to be identified.
At that time you can see what legacies are available on the item. You can identify any legendary item regardless of your level as long as you have access to Moria (Completed Volume 2, Book 1) and the coin to cover it. RARE ITEMS cost 10 silver, INCOMPARABLE ITEMS cost 20 silver, EPIC ITEMS cost 30 silver to identify. After identifying the item you can decide if you want to keep the item or disassemble the item for relics. Items cannot be sold to vendors, however you can trade or sell them to other players via trading or through the auction house.
During identification, your item will pull from the legacies listed for Pool A.
What To Do With Your Items
Once you have identified an item, you have a few choices of what you can do with it. We will discuss the choices in this section.
Deconstructing Items
The first choice we are going to discuss is deconstructing the item. If an item does not have desirable qualities or you just do not wish to sell or trade it, you can deconstruct that item to get relics that can enhance your Legendary Item. The first step is to see a Relic Master.
Select the item you wish to deconstruct and press the deconstruct button.
Depending on if you have leveled up the weapon or not through combat helps determine what relics and how many you will get. Non leveled weapons and items will net you one tier 1 relic. Leveling a weapon to levels above 11 will net you a higher chance to receive higher tier relics.
Also when you deconstruct a leveled weapon (level 11 or higher), you will receive a token with between 20% and 75% of the experience you have earned with that weapon. It is returned to you in the form of a Heritage Rune that you can apply to any 1 item you choose. While not getting all of the experience you put into the item, it is a nice bonus to the deconstruction process of out leveled or non useful items. The higher the level of the weapon/item, the higher the chance to get a higher percentage back. Bonuses for returns apply at level 11, 21, 31, 41, and 50.
On some deconstructions, you will get an item called a LEGENDARY SHARD/FRAGMENT. These items are used by crafters to construct new legendary items. So far, recipes are only available from crafting guild vendors.
When you deconstruct an item at max level, all of your slotted relics will be refunded to you. This only occurs at max item level.
Trading Or Selling Legendary Items
As long as you do not equip the item, the second choice is to sell or trade your Legendary Items. You can do this by listing them on the Auction House or trading them through the secure trade UI with another player.
Equipping Your Legendary Item
You can choose to use your Legendary Item or have it gain experience while you use other weapons or items. You can only have 6 items bound to you at one time. If you have 6 and wish to switch one out, you must deconstruct an item before you can bind another one to you. You equip legendary items just like any other item in game. Once equipped, the item will show up on the Legendary Item Panel.
The Panel shows Current/Max Level, IXP gained, Currently equipped gems/runes/settings, legacies, runes/settings/gems in inventory, and legacy points spent/available. Across the top of the panel is 6 tabs, one for each item slotted.
Leveling Your Legendary Items
Once items are equipped and in your Legendary Item panel, you can begin to gain experience with that item. With the exception of the item you get from Volume 2, Book 1 (this item MUST be equipped to gain IXP for it), your items will gain IXP whether they are equipped or not. As long as they are in your Legendary Item panel, they will gain IXP. Legendary Items can have a max level of 30, 40, or 50. The experience curve is the same as a player's leveling curve. So to max a Level 30 would be 467,828; Level 40 would be 1,224,451; Level 50 would be 2,792,706.
After level 30, legendary items will have a set amount per each level from 31 to 60.
3rd age is 20,000 per level
2nd age is 40,000 per level
1st age is 80,000 per level
Experience From Killing MOBs
Item Experience is based on the experience you gain while in a non enhanced state (i.e. Blue Bar). So if you gain 100xp from killing a MOB, you will gain 100IXP. If in an enhanced state you will gain half of gained XP in IXP (i.e if you get 100XP you will get 50IXP). That experience is split between all of your items in your panel based on the group XP modifier. So if you had two items in your panel, each one in this case would get 60 IXP for a grand total of 120IXP. This mechanic is based on how many items you have leveling enabled on at the time.
Experience From Quests
Some quests also grant IXP as well once you complete the quest. This XP is again split across all items on the Legendary Panel. Some quests are special and grant IXP as well as a scroll to add properties to your weapon (weapon titles) to change damage type, add a slayer type, or add a buff. These quests require a special item to do the quest. There are also various quests throughout Middle-earth that grant IXP as well as other rewards.
IXP Runes
Runes acquired in Moria or the areas of Shadows of Angmar will only work with level 60 or below legendary items. There are new IXP Runes for Mirkwood that will only work on legendary items (you will need these for 61+ items).
Disable Leveling
You can focus on just one or two items at a time if you wish by selecting the item tab in the Legendary Item UI and pressing the "Disable Leveling" button at the bottom. This will disable XP gain on this item. Note that this will also change the modification mechanic for XP gain as well.
Note: You cannot disable leveling on the legendary starter weapon, except by unequipping it.
Reforging Item
Every 10 Item levels, your Legendary Items MUST be reforged. When an item needs to be reforged, it will no longer gain Item Experience. The only exception is when you use a Heritage Rune, the experience will carry on in between each reforge, however you must still reforge the item before applying another rune to it. To reforge the item, you must see a Forge Master.
Refunding Legacy Points
During each reforge, you can refund your legacy points to redistribute on that item only. Legacy points
CANNOT be moved from one item to another. They are specific to that item ONLY. It is a good idea to refund the points every time in case you get an upgrade to a legacy you have been leveling up or you get a new legacy you'd rather use then what you have been.
Removing Relics
You can also remove relics during reforge as well by checking the box. This is a good idea if you want to replace those relics without losing them. You can only remove equipped relics during reforge, there is no other way to remove them at this time.
Naming Your Item
During the reforge you can also name your Legendary Item. Names do not have to be unique. You can name all your items the same thing or even the same name someone else used for theirs. Naming guidelines still follow the naming rules in the game. The only difference is that the names for items CAN contain spaces and some symbols. Please remember to follow the in game rules regarding naming characters as this applies to your Legendary Items as well.
Levels 10, 20, and 30
At these level milestones, during reforge an item will be granted a new legacy. You will have the option to select one of two randomly generated legacies from legacy pool B (there is a small chance to get a legacy from pool A). The higher the weapon's quality, the better tier the legacies are liable to be.
Level 40, 50, and 60 (and 70 if you use a scroll)
During these reforges, your item will upgrade a legacy. What this means is that a legacy will increase in its tier. You can choose between two random legacies to upgrade. More on legacy tiers is explained in the legacy section.
Note: If your legendary item already has all tier 6 legacies on it, you will NOT be offered another chance to add a new legacy instead (due to the fact that you can use upgrade scrolls to try and game the system).
Legacies
Each item has on it what are called Legacies. These items modify class skills. Each legacy has a tier. Tier 1 is the lowest (and most expensive to level up) and tier 6 is the highest (and least expensive to level up). DPS is it's own legacy and has a max rank of 7. The other legacies can have up to rank 9 depending on the skill it modifies and what tier the legacy is.
Rank is what level the legacy is. The higher the rank, the more powerful it is. All legacies start at rank 1.
Tier is the "quality" of the legacy. The higher the tier (1-6), the cheaper it is to rank up that legacy as opposed to the same legacy at a lower tier.
Example: A tier 1 from rank 1 to 2 may cost 15 LP to level up. While that same legacy at tier 4 may only cost 7 LP to rank from 1 to 2.
Each time your weapon or item levels up, you are awarded Legacy Points. These points can be used to rank up a legacy to the next rank. To rank up a legacy, go to the IA Panel and select the legacy you wish to level up and press the "Rank Up" button below the list.
Relics: Settings, Gems, and Runes
These items add different modifiers to your legendary items. Generally the higher the tier, the better the modification.
Slotting Relics
To slot these items, open your IA panel. On the right hand side you'll see a box with 3 tabs (one for each type). Click on the tab type you wish to slot, click on the rune/setting/gem you wish to slot and press the "Slot Relic" Button. Note that if there is already an item in that slot, it will be destroyed and lost forever. The only way to recover relics from slots is during reforging. If you really want to slot something else but want to keep the one in the slot at that time, you should wait until you reforge the item.

Combining Gems, Settings, and Runes
So you want better settings, gems, and runes? Well the best way (well and really the only way) to do it is to combine relics using the Relic-Master. Once you have deconstructed a few items, you should have a decent number of them to work with. Combining is very simple. Take 5 items of the same tier (they don't all have to be settings/gems/runes; they can be a mix-n-match) and combine them... You should get one or two randoms of the next tier above. Sometimes you'll get a critical combining and get several items over a couple tiers.
Remember, the only ways to get more relics are quests (which are very VERY few and far between) or deconstructing other legendary items. So if the item does not have good legacies on it, go ahead and break it down and make it useful.
Combining tier 8s only requires 2 tier 8 items.
Combining tier 9s only requires 2 tier 9 items.
Crafted Relics (4th Slot)
With the introduction of Siege of Mirkwood, there was an added legendary item relic slot for crafted relics. Only crafted relics can go in this slot. Below is a list of those relics and who can make them.
·Crafted relic recipes will be available as guild recipes. ·There are three tiers of crafted relics. The first tier relic is BOE and has no minimum (stat) item level (can be used on all legendaries). The second tier relic is also BOE, but can only be used on legendary items that are (stat) level 61 or higher. The third tier relic is BOA and can only be used on legendary items that are (stat) level 65. ·The second and third tier relics require special ingredients: A Compendium of Middle Earth, Volume I (second tier) and A Compendium of Middle Earth, Volume II (third tier). ·The compendiums can be received one of two ways: complete a daily quest for each compendium or spend skirmish points to receive a compendium. The compendiums are NOT BoA.
Every guild can make an item that converts to one of 4 different BOA orange relics. These are on a 1 week cooldown and the recipe costs 600s. These can only be placed in level 65 LIs. Tier 1 and Tier 2 crafted relics may be traded until opened, and are for level 61+ Legendary Items.
After an item is made, one must return to the guild leader to convert it to a symbol that can then be deconstructed by a relic-master. The crafted relic becomes a permanent part of your weapon and will not return to your pool when you decon.

Legendary Item Titles
These are the current titles for weapons and items in game. DV is for Dolven-view, CG is for Caras Galadhon, and Gathburz is Gathburz. Currently reputation scrolls require kindred standing.
Forge Masters and Relic Masters are located at all major quest hubs within Moria. There is also a set at Echad Mirobel in Eregion.
Note the following exceptions:
No Forge Master or Relic Master at Durin's Threshold.
No Relic Masters in either Rivendell or Thorin's Hall.
A special note about the FORGE Masters in Rivendell and Thorin's Hall. Those will begin to interact with you during the course of Volume 2, Book 1, which requires character level 45 to begin. They remain active during the course of the quest, and interacting with them is required to advance the quest. As of now, they remain available to identify and reforge items once Book 1 is complete.
Special Legendary Item Scrolls
Scrolls will be available via barter, using Medallions of Dol Guldur or purchased with skirmish points. Additionally, legendary point reset scrolls may be found from deconstruction. All level requirements listed are equippable item level, not experience earned levels. Stat legacies mean things like Might, Agility, Fate, Will, etc. There is no limit to the amount of upgrade scrolls you can use on a legendary item.
·Legendary Point Reset Scroll: resets the points spent on legendary items. There are two flavors of this scroll. One will reset points spent on items up to level 60. One will reset points spent on items up to level 65. ·Legacy Upgrade Scroll: upgrades one legacy of player choice on a legendary item. There are two flavors of this scroll. One will upgrade a legacy on items up to level 60. One will upgrade a legacy on items up to level 65 ·Legacy Replacement Scroll: replaces a chosen legacy with the stat legacy listed on the scroll. Legendary points spent on the exchanged legacy are refunded. Only one legacy of any stat type is allowed on a legendary item. Again, two different flavors here. One set of these scrolls will do the replacement for level 60 items. The other set will do the replacement for level 65 items. ·Legacy Exchange Scrolls: can replace a chosen legacy with the stat legacy or skill legacy listed on the scroll. Example: Guardian overpower legacy exchange scrolls, available on Guardian trainers. Scrolls like this may allow multiple stat legacies, but never two of the same stat. ·Level Unlock Scroll: unlocks an additional 10 experience levels on any legendary item. Once again, two flavors: The Lesser version adds 10 experience levels on items that are level 60 and below. The standard version adds 10 experience levels on items that are level 65 and below. (Note: You may only use this scroll once per item).
FAQs
Just general questions that really did not fit into a specific section or are asked so much that it is a quick glance. As this is already getting big, I really hate to add more sections, but hey.
Q. Can I slot items that are not for my class?
A. No, you can only slot items that you can equip. Items must be bound to you before you can slot them and you can only bind items that you can equip.
Q. Can I slot an item that needs a higher equippable level than me to gain it experience for later use?
A. No, as above, you can only slot items that you can equip. If you do not meet the level requirement, you will not be able to bind it to you.
Q. Can I change/choose/move/remove legacies I want to keep/not keep to/from another weapon?
A. Yes, to a point. While you cannot choose or move legacies specifically, you can use scrolls to change one to a stat. You cannot move from one item to another.
Q. Can I change the damage type of my weapon?
A. Yes, you can get a scroll from the Item Advancement quests. These scrolls work like dye and adds a title to your weapon. Some titles are damage type, others are slayer type.
Q. Can I have a slayer type and a damage type on the same weapon?
A. No, the system only allows one title to be applied to a weapon. If you apply a slayer for instance to a weapon and change the damage type, the slayer title and effects will be removed. Although, there is a rep-locked (Aquaintance, I belive) barterable (20 gold leaves, 60 silver branches) Lothlorien title that grants both Beleriand damage and Orc slayer Tier 1. There are also barter scrolls in Mirkwood that add Beleriand + the other slayer types as well.
Q. Can I keep more then 6 items bound to me?
A. No, you can only have a total of 6 items bound to you at one time due to technical and database limitations.
Q. Can I unslot an item without deconstructing it?
A. No, you must deconstruct the item in order to free up the slot.
Q. When/How can I name my item?
A. During the first reforge at item level 10, you can change the name of your weapon.
Q. What if I messed up naming my weapon?
A. You'll have to wait till the next reforge to change it.
Q. Where can I find Forge-masters?
A. You can find Forge-masters at all quest hubs inside Moria and Lothlórien, plus Echad Mirobel in Eregion, Rivendell and Thorin's Hall.
Q. Where can I find Relic-masters?
A. Relic-masters can be found next to Forge-masters in the same locations as above, except Rivendell and Thorin's Hall.
Q. How come 2h Weapons have extra stats on it, but 1h do not?
A. This is to make up for the loss of an off-hand weapon. Therefor 2h weapons will usually have about 3 extra stats on it that cannot be upgraded (like +agility/vit/might/etc).
Q. Are any items from Shadows Of Angmar able to be broken down for relics or able to be reforged?
A. No, only the new items that are for the Legendary Items system are able to be broken down or reforged.
Q. Is there any correlation(s) between the TYPE of Legendary Item (Incomparable, Epic, etc) and the player LEVEL of the item required for use (51-60) and the MAXIMUM Item Experience cap (30, 40, 50)?
A. No, all legendary items will now level to 60.
Q. Why is the third tier of crafted relics BoA?
A. We wanted to use this tier of relic as a reward for crafters who have earned Supreme Mastery in their craft.

What daily quests are you refering to? When you say available from the guild, are you talking about the npcs from the various crafting guild halls? No quests were offered there when I looked. The only way I've been able to get a compendium so far is by using skirmish points.

Thank you for finding my editing error.... With all of that I was bound to miss something. I had more in that point then what was there. I know there is the one spider quest for Compendium II, not sure where/what it is for Compendium I....

The daily spider quest comes from emyn lum (youll get there around level 63) the compendium 1 quest comes from flaming deeps i believe
So If I understand the post correctly that if you identify a new first age minstrel book for example and it only gets one healing skill out of pool A that on subsequent reforges for the first 3 levels you wont be able to get even a chance at adding another pool A healing legacy and only pool B legacies will be available to choose from?

Yea, they are supposed to. Now I have heard of there being a bug (Silver I believe) that they were returning improper relics on decon. I "think" they were fixed, but who knows...
On another note, just a couple minor edits were made. I am not adding the quest locations for the compendiums at this time. I figure that Turbine will probably be adding more at a later date when it is not really worth it to keep us grinding so much, and the fact that it pushes real close to the character limit....

The list is pretty long, and as they keep adding more (which surely they will). I don't know the colors of all of them, but Basic Coloring:
Beleraind: Bluish/White
Ancient Dwarf-make: Red
Westerness: Green

A quick question. The "levelling" scrolls, do they raise the dps of said LI or do they just allow more points to be spent on legacies? If they do not raise the dps I sense the end of the Turtle raid.

The Turtle Raid drops 1 Nimrodel for everyone who went. Level 60 FA class items are still better than 65 TA class items, for the passive buffs (unless you get REALLY lucky on Legacies).
Turtle also drops 3 Moria medallions for people who still need DD helm, 16th shoulders or any other Moria armour piece.
It takes 5 minutes. It will never see an end. Not until level cap gets raised again, or we have another 5 minute raid that drops level 65 FA tokens.

thats true, as a champ ive been considering this, i dont really have many legacies i truly care about so the +500ish melee crit rating is more appealing i believe. Im not rushing out to get a new champ rune because quite frankly id rather invest my resources in my weapon at this point
Slight correction, you DO have a chance of getting a pool A legacy on lvl 10, 20 and 30 reforges. found this in a dev dairy:
"Pool A contains the all-purpose, greatly desired legacies. These appear upon the initial Legendary Item identification and have a small chance to appear during reforges at level 10, 20 and 30. Pool B legacies are more situational and appear only during reforges at levels 10, 20 and 30."

i think gaurds might be the only class and they dont get to exchange any old legacy for any legacy they want there are set rules basically because a legacy could not be put in the 2h pool and removed from the 1h pool when the skill could not be used for a 1h weapon

Specifically, yes guardians are the only class to have these at the moment. Basically Overpower is now a forced 2h stance for all intents and purposes. Problem is a lot of 1h had Overpower legacies on them. To fix this problem, they can buy a scroll that will replace the Overpower legacy and replace it with a Pool A 1h legacy.
Only reason I included it is because as Turbine adjusts skills, they may add more later as needed for other classes.
