Problem fixed for me. In steam I selected lotro -> delete local content. Then re-downloaded the entire 15GB game client. Store is working fine again for me. For now... ;)

Perhaps it's an issue on PlaySpan's side? They're the third-party company running the ingame lotro store.

It happened to me too shortly after resubscribing as VIP, there may just be a connection there? Anyway, I've submitted a ticket to the customer support and reinstalling the LOTRO client through steam...
