Sometimes seemingly unrelated changes can bug out the instances. On BR Grand Stairs was bugged as well, but I haven't had a chance to check it now that it is live.

From what I can tell, you can only purchase the tier you are currently working on, so it wouldn't be possible to pick up a westfold tier unless you were working on that tier.

Make sure you are running it on T2. It looks like you've been running it on T1, which would explain why you haven't seen the quest auto-granted.

While it may dampen some powerleveling, this change was not only directed at the xp gained. They've needed to make this change since Update 5, and with the level cap raising to 85 it just made...

Too bad they didn't add a quest that grants a compendium that is finished when you complete one of the crafting instance main quests.

It seems as though they adjusted the standard level restrictions on the Rohan Taskboards. I'd hope that they could do the same for Dunland and Great River.
