You need at least 2 stones - one healing and one dps. Many people have 3- healing, fire and lightning.
So, for your healing stone, you need +Heal, +HoT, and -Heal Cost. You need both +Heal and... -

I feel RKs need a bit of extra utility while healing.
My thought is that they could reduce the power cost and damage of Writ of Cold so that it is a relatively cheap debuff we can use while... -

It will be somewhat difficult to play around with it, since you have to be in combat for the buff to proc.

I was about to post something similiar. Most dps classes in LOTRO can push a few buttons and solo even level content. DPS RKs become more interesting to play in group content, or against above...

I think the best solution would be to make LIs work like skirmish soldiers - with one exception. It should be very difficult, if not impossible, to change the legacies after you have chosen them.

I have Penetrate on my Stone and use the trait, and still feel I am resised a lot more when I use the Lightning Chisel. My guess is that I feel that way because that is what I expect to see. Humans...

It is based on time. If you go into a low level area, get into combat and turn your back on the mob so you won't auto attack, you can time the procs as you stand there.

I haven't quit, but I don't log in as much. Having to level a Fire LI to raid is not something I want to think about.
On top of that, being mislead and treated like I am stupid does not engender...
