That is a speculation. We do not really know if players that pre purchase will get the IC for free when it is released.Happened with RoI,we don't know if that will be the case with RoR though.

From the in game store you buy them seperately. That simply shows they are not part of the same expansion. RoI had Draigoch and it's bug. Update 5 brought the instance cluster.
