no need to have a burg boost your threat level. with no threat reduction and the bug noone seems to admit is there, a hunter will not be able to pull aggro.

It is awesome for range tanking shadow boss in BG. I put on all my dps gear (still traited tanking) have around 35k PM and hunters cannot pull aggro. My dps aggro holds easily.
