That means they offer 3 tiers of the pre-purchase expansion. Just as GW2 offered Collector's Edition for 149 (which I bought), 79 for Digital Deluxe and 59 for base game. Same game, different tiers...

I'm going to take a wait and see approach on this release. Usually I purchase it the second it becomes available. My guess though is that it will be 69/59/49 dollars per tier of expansion...
