It has always worked.

Iirc there has not always been a use for it as FW had the same exit annimation that ec has, so it was only worth it in PvP to stop the rooting effect.

I did my very first pvp vid. - It is only 1v1 and a random warg trying to gank it.

RW, WoH and IRoR cannot crit. WoH tierd up by RW is a known bug that is in dire need of a fix. Rest i believe are meant to push out a static range of heal pulses.
