Cooldown has been increased from 5s to 20s
The original 5s cooldown made this skill far more potent than we intended and trivialized other Black Arrow skills....

I should have used better wording; it was just a general thought to what a lot of minstrels do, which in many situations works perfectly.

Do you have a WL Jaiyne? by do you have I really mean, have you played a WL consistently for a few weeks?

I'll give you that playing against a high rank (rank 9 and above) would be a lot tougher,...

To try to balance out the fight and make it challenging?

A minstrel against a WL (especially below rank 9) is really a Die vs 1 if the minstrel has a clue on how to play his class for pvp.
