I'd love to see a character re-do. Like, you but it in the store, and there's an item that will send you to the char-creation screen and you can change your char's look and location.

It changes Rest XP for VIPs. It applies to anything and everything that gives XP. Quests, Item XP, Horse XP, Mob XP.
You know how rest XP works now, stacking for a few days? Say good bye to that....

No to both of your questions, the full set is from the Legendary only, and there is no way to upgrade from the heroic/basic. You'll need to put out the seventy dollars or whatever it is to get it.
